Resin bound mixes the stone through the resin and is trowelled as one smooth, permeable layer. Resin bonded scatters loose stone onto a film of resin, so it is rougher, sheds aggregate over time and is not permeable. They are often sold under the same name, and the price difference usually reflects it, so it is worth asking every company which one they are quoting for.
Not if the surface is permeable or the run-off drains to a lawn or border within your own boundary.
